Parking Management for New York City
Parking Systems operates staffed garages, valet stands, and monthly permit programs for New York City property owners, which moves the licensing, the payroll, the revenue control, and the daily complaints onto our side of the agreement.
The asset decides the shape of the operation. A condominium or rental building needs permit administration, a guest parking rule that holds, and enforcement handled by somebody other than the on-site team. A hotel needs attendants who present as part of the property and a damage claim process that does not land on the general manager. We run multifamily parking and hotel parking management under the same revenue controls and the same monthly reporting format.
Our New York City accounts include the Skyline Tower garage in Long Island City, Hillside Tower and Sutphin Tower in Jamaica, the Queens Borough Hall Municipal Parking Garage in Kew Gardens, the Bergen in Downtown Brooklyn, and the attended garage at the Radio Hotel in Washington Heights.

What It Takes to Run a Licensed Garage in New York City
New York City puts a compliance layer on top of the operation that most markets do not, and the operator you select is the one who has to carry it: licensing, structural inspection, parking tax collected at your booth, and in much of Manhattan a collective bargaining agreement governing who staffs the site and at what rate.
The Department of Consumer and Worker Protection licenses parking lots and garages in the city, and a license is required for any facility that is open to the public, charges for parking, and holds five or more vehicles. More than 1,600 are licensed under that rule. Ask any operator bidding your property which license covers your site and who holds it. One who has to look it up has told you something about their depth here.
The rest is where owners get surprised. Parking tax is collected at your garage and remitted on your behalf, so a revenue reporting error is a tax exposure rather than an accounting one. Periodic structural inspection of parking structures is now a scheduled obligation rather than a reaction to a problem. And a transition at a union house is a different document than a transition anywhere else, which is why the mobilization plan deserves more of your attention than the management fee. If the contract is going out to bid, the request for proposal process is where those terms get specified, before selection rather than after.

New York City Industries We Serve
Most of what we run in the city is attached to something else: a board's garage, a hospital's visitor deck, a hotel's porte-cochere, an office tower's tenant parking, a retail center's validation program. We staff residential buildings, healthcare campuses, hotels, office properties, and event venues across the five boroughs. Where a property needs short-term event coverage rather than a management contract, we build the program to fit.
Frequently Asked Questions About Parking Management in New York City
-
It depends on how the site is structured and who the license is issued to. A facility open to the public that charges for parking and holds five or more vehicles needs one. Before anything is signed we will tell you which license applies to your property, who should hold it, and what the posting and renewal obligations look like.
-
The agreement usually travels with the site rather than with the operator, so the practical questions on day one are seniority, wage rates, and benefit contributions. We put the mobilization plan in writing, including overlap staffing with the outgoing operator, and we tell you up front what can and cannot change in the first year.
-
By reconciling system revenue against independent vehicle counts rather than against itself. Automation relocates leakage, it does not remove it, because manual gate overrides, lost ticket policy, and grace periods remain exploitable. Ask us for a redacted sample monthly report and we will walk you through how the reconciliation is documented. These are the questions to ask any operator.
